There are two ways to rebuild thumbnail cache database. One is with disk cleanup option and other via Command Prompt.
How to Rebuild Thumbnail Cache using Disk Cleanup Option

How to Recreate Thumbnail Cache Windows 10 using Command Prompt
If you want to clear thumbnail cache with command line interface you can follow the below given instructions.
Press windows button and type “Command” in search box. Right Click on “Command Prompt” icon and select “Run as Administrator”.
Type the below given command and press Enter. This will stop your file explorer as it is necessary to free thumbnail cache database from any connection.
Taskkill /f /im explorer.exe
Note: The above command will disappear desktop and taskbar temporarily.
